The Gaza Peace Summit, officially known as the 2025 Gaza Peace Summit, will be held on October 13, 2025, in Sharm El-Sheikh, Egypt.

It is co-chaired by US President Donald Trump and Egyptian President Abdel Fattah el-Sisi, following the agreement on the first phase of Trump’s peace plan for Gaza, which led to the cessation of hostilities on October 10, 2025.

The summit is predicated on the end of the Gaza war, which began in October 2023 following attacks by Hamas and other Palestinian groups against Israel.

Approximately 30 countries and international organizations are represented, including leaders from Israel (Prime Minister Benjamin Netanyahu), Palestine (President Mahmoud Abbas), the United Kingdom (Prime Minister Keir Starmer), France (President Emmanuel Macron), Germany (Chancellor Friedrich Merz), Jordan (King Abdullah II), Qatar (Emir Tamim bin Hamad Al Thani), and others, as well as the UN, the EU, and the Arab League. Iran was invited but declined.

The agenda focuses on implementing the next phases of the peace plan, including Gaza governance, security arrangements, humanitarian aid, stabilization, and reconstruction. Trump has declared an end to the war, with prisoner exchanges and hostage releases as initial steps.

Key Elements of Trump’s 20-Point Gaza Peace Plan

The summit is based on Trump’s 20-point peace plan, proposed in early October 2025, the first phase of which was accepted by Israel and Hamas on October 8, 2025.

Hamas agreed to release all remaining hostages

(approximately 20 to 48, including the remains) in exchange for 250 Palestinian prisoners serving life sentences and another 1,700 detained after October 7, 2023.

The plan emphasizes a “deradicalized and terror-free” Gaza, with no Hamas involvement in the government. A summary table of the 20 points is provided below for clarity:

Summary of points: 1. Gaza as a deradicalized and terror-free area that poses no threat to its neighbors.

  1. Redevelopment of Gaza for the benefit of its people.
  2. Immediate end to the war after the agreement, with battle lines frozen and operations suspended.
  3. All hostages (living and deceased) returned within 72 hours of Israel’s acceptance.
  4. Israel releases 250 life-sentence prisoners and 1,700 detainees after October 7; remains are exchanged at a ratio of 1:15.
  5. Amnesty for Hamas members committed to peace and disarmament; safe passage for those leaving Gaza.
  6. Full influx of humanitarian aid, equal to or exceeding January 2025 levels, including infrastructure rehabilitation. 8. Aid distribution through the UN, the Red Crescent, and neutral organizations. Reopening of the Rafah crossing under previous arrangements.
  7. Temporary technocratic Palestinian government under a Trump-led “Peace Board,” with international oversight until Palestinian Authority reforms allow for a takeover.
  8. Expert-drawn economic development plan to rebuild Gaza, based on regional models.
  9. Special economic zone with negotiated tariffs to attract investment.
  10. Voluntary migration; incentives to stay and build a better Gaza.
  11. No Hamas involvement; full demilitarization, destruction of tunnels and weapons, with international monitoring and buyback programs.
  12. Regional guarantees of compliance and absence of threats. 15. US-led International Stabilization Force (ISF) for security, Palestinian police training, and border control, with participation from Egypt and Jordan.
  13. No Israeli occupation or annexation; phased IDF withdrawal based on milestones, initially maintaining a security perimeter.
17 If Hamas delays, aid continues in terror-free zones handed over to the IDF.
18 Interfaith dialogue for tolerance and a change of mentality.
19 Path to Palestinian self-determination and statehood based on PA reforms and stability in Gaza.
20 US-facilitated dialogue for a political horizon of peaceful coexistence.

As the summit takes place on October 13, 2025, the final conclusions are being revealed in real time. The main outcome is the expected signing of the full peace agreement, which consolidates the ceasefire and defines the steps to follow after the war.

World leaders, including Russia, have expressed hope for the success and implementation of the agreements. The mediators (the US, Qatar, Egypt, and Turkey) will push for a “solid, lasting, and durable peace” beyond the first phase.

However, Hamas has not fully addressed disarmament, raising concerns about the implementation of the second phase. The summit concludes with commitments to international oversight and funding for the future of Gaza.
Impacts and Consequences

The impacts of the summit are profound and mark the possible end of a two-year conflict that has left tens of thousands dead and millions displaced. The immediate consequences include:

A massive influx of aid, infrastructure rehabilitation, and economic redevelopment could generate jobs and hope, transforming Gaza into a prosperous area through investment and a special economic area. This could alleviate suffering, but requires billions of dollars in international funding.

Demilitarization and the deployment of the Israel Security Forces (ISF) seek to prevent the resurgence of threats, and the gradual withdrawal of the Israel Defense Forces (IDF) fosters stability.

However, excluding Hamas (which boycotted the summit) could generate internal Palestinian tensions or resistance.

A path to Palestinian statehood could advance self-determination, but depends on reforms by the Palestinian Authority. Regionally, it strengthens US influence, relieves border pressure from Egypt, and promotes interfaith dialogue for coexistence. There is speculation about broader Middle East peace efforts, including possible parallels with Ukraine. Risks include noncompliance by the factions, which would strain the truce.

The agreement strengthens Trump’s diplomatic legacy, with praise from leaders, but skepticism remains about its long-term implementation. It could inspire similar resolutions elsewhere, although Arab critics question the idea of rewarding Israel after the conflict.

Overall, if implemented, the summit could usher in a “new era” of stability, although challenges such as verification and financing remain.
