After nightclub fire in India, 25 dead, including 4 tourists and 14 staff members

On December 7, 2025, a devastating fire broke out around midnight at the Birch by Romeo Lane nightclub in Arpora, North Goa, India, a popular tourist destination known for its nightlife.

The fire, which lasted approximately two hours, originated in the kitchen. Initially suspected to be caused by a gas cylinder explosion, although this was later ruled out, it quickly spread to the dance floor during a “Bollywood Banger Night” attended by about 100 people.

At least 25 people died, including 4 tourists and 14 staff members, with most deaths attributed to asphyxiation rather than burns.

Six other people were injured, all reported to be in stable condition. The incident has sparked widespread grief, outrage over safety failures, and immediate demands for accountability.

The immediate toll of the fire victims was severe, exacerbating emotional and social tension in a region dependent on tourism.

Of the 25 fatalities, 14 were nightclub employees (including cooks and workers from states such as Jharkhand and Assam), 4 were tourists, and 3 were women.

The identities of seven victims were still pending verification on Sunday morning, with autopsies underway at Goa Hospital and Medical College.

Approximately 50 people suffered non-fatal injuries, although only 6 required ongoing treatment, mainly for smoke inhalation and minor burns.

Families from the affected states traveled to Goa and gathered outside the morgue, distraught, as the identification of bodies could take up to a day.

The tragedy occurred during a crowded event, and videos emerged showing the fire erupting in the middle of a performance, for example, during a belly dance.

Witnesses described the chaos, with people trapped in the narrow stairwells and basement. Public grief was palpable, with condolences from the Church of Goa and reports from families searching for missing loved ones.

On social media, users shared heartbreaking images and personal stories, amplifying the sense of avoidable horror.

Goa, a coastal party hub, could suffer short-term setbacks in its tourism sector, which attracts millions of people annually.

The incident at a popular venue like Birch by Romeo Lane, frequented by international visitors, has raised safety concerns, which could deter tourists during the peak season.

The fire exposed systemic safety flaws, leading to swift legal, administrative, and relief measures:

Legal and accountability actions: The nightclub was operating illegally without mandatory fire safety permits, with inadequate emergency exits, poor ventilation, and structural non-compliance that hampered evacuation.

Goa’s Chief Minister, Pramod Sawant, described it as a “very painful day” and ordered the arrest of the general manager (already detained) and issued an arrest warrant for the owner. A manslaughter charge was filed against management under the relevant sections of the Indian Penal Code. A judicial inquiry was launched to determine the cause, assign responsibility, and investigate negligence.

Sawant visited the site and announced a comprehensive fire safety audit for all nightclubs in Goa, focusing on exits, sprinklers, and regulatory compliance. Emergency phone lines were activated to support the victims.

Prime Minister Narendra Modi, after speaking with Sawant, expressed his deep sorrow and allocated aid from the Prime Minister’s National Relief Fund: 200,000 rupees (about $2,380) for each family member who died and 50,000 rupees (about $595) for each injured person. Union Home Minister Amit Shah highlighted the ongoing rescue efforts, while President Droupadi Murmu and other leaders expressed their condolences.

Opposition figures such as Rahul Gandhi called it a “criminal failure of security and governance” and demanded a transparent investigation to prevent a recurrence.

The Aam Aadmi Party (AAP) accused the state government of defrauding tourists. Social media was flooded with videos of the fire and calls for stricter regulations, reflecting widespread frustration with lax enforcement in India’s public spaces.

As the investigations are in their early stages, preliminary findings point to negligence as a key factor, underscoring the need for robust safety reforms in India’s nightlife and hospitality sectors:

Authorities concluded that the club violated basic regulations, as the narrow entrance and exit design and lack of fire suppression systems turned a controllable kitchen fire into a death trap.

Most of the victims suffocated while fleeing, highlighting how poor infrastructure increases risks in crowded spaces. The dismissed theory of a gas explosion focuses on electrical faults or other ignition sources, but the consensus is that this could have been prevented with proper audits.

The tragedy has reignited the debate about the enforcement of regulations in tourist hotspots like Goa, where rapid commercialization often outpaces safety controls. Sawant promised strict measures against violators, including potential closures and fines for establishments that violate the regulations.

Nationally, it echoes past disasters (e.g., the Delhi training center fire in 2023), prompting the implementation of centralized fire safety measures.

With support for the victims underway and audits imminent, the focus is on healing and prevention. Modi emphasized state assistance for recovery, while public opinion is demanding justice to restore confidence in Goa’s vibrant but vulnerable tourism ecosystem. As one X user noted amid the grief, “This is not just an accident, it’s a wake-up call.” Long-term outcomes will depend on the transparency of the investigation, but early action indicates a commitment to systemic change.
