[The Epoch Times, December 9, 2025] On December 9, Bai Tianhui, former deputy secretary of the Party Committee, director of the board of directors, and general manager of Huarong International Holdings Limited, was executed. He maintained close ties with Lai Xiaomin, former chairman of Huarong, and was a key accomplice in his numerous illegal activities.
On May 28, 2024, Bai Tianhui was sentenced to death for bribery. His appeal was rejected, the court upheld the original verdict, and the sentence was reviewed by the Supreme People’s Court of China.
The Supreme Court review confirmed that between 2014 and 2018, Bai Tianhui abused his position to seek benefits for relevant entities in project acquisitions and corporate financing, and accepted bribes totaling more than RMB 1.108 billion.
In January 2019, Bai Tianhui was arrested, along with Wang Pinghua, former chairman of Huarong Real Estate Co., Ltd., Guo Jintong, former deputy general manager of Huarong International, and Zhao Zichun, former deputy general manager of Huarong Guiyang Real Estate Co., Ltd.
Bai Tianhui’s case is closely related to that of Lai Xiaomin. In January 2021, the Tianjin No. 2 Intermediate People’s Court sentenced Lai Xiaomin to death for bribery, embezzlement, and bigamy. Lai Xiaomin was sentenced to 11 years in prison for bribery (1.788 billion yuan), 11 years for embezzlement, and one year for bigamy. The court decided to carry out the death penalty. On January 29, 2021, Lai Xiaomin was executed.
Bai Tianhui, who appeared in a CCP anti-corruption documentary, stated, “Many projects were directly assigned by Lai Xiaomin, and all of them were his friends. Sometimes, in order to complete the tasks assigned by the leaders, many factors and points examined from a market perspective were ignored or exaggerated.”
